Mr. Mumford's motion for repeal of the laws laying an embargo, so far as to allow ships and vessels of the United States to depart from those countries not subject to the decrees of France, or to the British Orders in council. November 14, 1808. Referred to the Committee of the whole House, to whom was committed a motion of the 10th instant for a repeal of the several laws laying an embargo.
