Summary:Skills and knowledge that is learn will be lag out because of developing technology that become more advance. Lifelong learning (LLL) provides the culture to learning, relearning and better lifelong. Based on the Malaysia’s Development Plan of Occupational Skill (2008-2020), the issue and challenge have been identified in realizing development of skill workers in perspective training provider and trainee is the technical staff lack of competent and skills. Purpose of research is to study the implementation of lifelong learning among teaching staff in center of training and skill development through skills and technical knowledge enhancement training programmes. The research design that was used is non-experimental and descriptive statistic. The finding of study also support by survey method by using structured interview and analysis document. Type of sampling used is easy random sampling and the number respondent determined by using table Krejcie’ and Morgan (1970) but the number of questionnaire feedback was 93 respondents. The data was analysis used statistical package for social science software version 17.0 (SPSS) to compute the value of frequency, percent and mean. Based on pilot study, the reliability determines by the value Alpha Croncbach is 0.971. Analysis Pearson correlation is applied to determine correlation between training approach among technical and competency needs with correlation coefficient values is 0.459. At the end of study, the framework of teacher training and development was designed and proposed to improve technical teaching staff training programmes and adapted of lifelong learning as the need of their job competency.
