than 15 to 20 percent of learning outcomes in training institutions can be applied in
the workplace. Failure to learning transfer involve various factors such as area of
training, certification level, instructors, facilities and industry recognition. This causes
trainees to face difficulties at their workplace due to incompliance to the employer
requirements. Thus, this study investigates the learning transfer factors and
association among the factors of skills training system based on National
Occupational Skills Standards (NOSS). An exploratory sequential mixed method
approach was implemented that involve two phases. First, a case study was conducted
with 11 respondents, which were the instructor, the NOSS panel, employers and
former trainees to explore the learning transfer phenomena.The data was collected via
face interviews, focus group discussions and observations. The data were analyzed
using thematic analysis to identify on theme. Secondly, a survey via questionnaires
were distributed to 309 trainees of Malaysian Skills Certificate to generalize the
findings of the case study. As for quantitative data, Partial Least Squares-Structural
Equation Modeling (PLS-SEM) was used to predict the relationship between the
constructs. The findings of the case study revealed that there are five themes, 20 sub
themes and 65 sub codes. For the survey, findings revealed that the constructs of the
model are valid and reliable. It indicated that the work environment constructs is the
most important construct in learning transfer, followed by training design, trainee’s
characteristics and virtual learning space. The results also indicated that there are two
insignificant relationships, which are: between trainee characteristics and virtual
learning spaces to learning transfer (generalizations and retention construct). Finally,
a learning transfer model for skills training system based on NOSS was produced. The
implication is that the training institutes need to pay attention to the features found in
the model that takes into account the both learning context which in training institutes
and workplace learning. |
